Pension succession to grand son

Hi sir my father's friend is a government employee in Andhra Pradesh. unfortunately his daughter is divorced and have all the legal documents and 2 years later just 20 days before she died because of some illness and now she has a small boy of 5 years and no one there is no one to take care of him so .is he eligible for his grandparents pension?

is grand father alive if so his grand father can nominat him for his pension after him before that he can transfer his pension to grand son if govt doesn't accept u can approach the court by the way of filling petition
