You must file a complaint in the nearest police station about the nuisance created by your neighbor and also you must file a complaint about the digging of unlawful underground water pump to police as well as municipal corporation.

File a complaint with Police and Municipal Corporations. There is chances that the neighbour has not taken due approval and action shall be taken by Police and Municipal Authorities. If this does not resolve your problem, you can always resort to filing a suit against your neighbour under law of torts for damages and nuisance.
