Need information on visa cancellation due to criminal record

Person who has made offence like dowry harrasemnt and domestic violence on wife and made false promise of getting her to abroad but now went to abroad for work along with higher studies , suppose if F.I.R is filed in india , does that person who is in abroad can be cancelled with his VISA and passport and return back to india, can this be done by police inspector.
The summons or warrants under section 105 crpc recieved by MHA are forwarded to the the concerned indian embassies which takes up the matter with the designated authority with that country. The designated authority after considering the request direct its agency to serve the document on the concerned person. Your passport can only be impounded for sometime but cannot be revoked. May be competent authority will issue LOC look out circular against you by which your visa cannot be extent unless LOC be removed from your passport.
