Need custody of my sister's daughter

Hi sir /madam. I have two elder sister. Recently my second elder sister is passed away due to cancer. She has 2 year old daughter. She is with her father and her grand parents. Her father mother is taking care. She is 65 years. Her father is going to office come to house at night only .We are worried about her future due insufficient love and affection. my family need her custody. Because here my parents and me
and sister family are here to take care of her.is it any possible to get custody.
