My husband is not providing for my kids and mentally tortures me

my husband is torturing me by not talking with me often.....he stops talking with me for nothing reasons...and he tells me it is for punishing me....not even talking with kids. he lives in malaysia and we are in tamilnadu.... he sends money but it is not adequate to our family expenses... he supresses me financially.. he is not allowing me to tell any of such problems to my family or friends.... he is not spending time with us even if he comes here... he stays somewhere telling so many reasons everytime......im just living for my kids sake.....
