Possession of 5 human skulls, 1 owl skull and 1 snake skin are serious criminal offences. You cannot arrest him yourself, you have to report to authorities. *1. Human Skulls:* This attracts offences under BNS. If skulls are from graves - Section 301 BNS [trespass on burial place], Section 303/304 BNS, Section 89 BNS. If it is linked to murder, it becomes Section 103 BNS. Police will have to investigate source of skulls, whether murder, black magic, tantra etc. It is cognizable and non-bailable. *2. Owl Skull & Snake Skin:* This attracts Wildlife Protection Act, 1972. Owl is protected under Schedule-I and snake under Schedule-II. Possession of its skull/skin without license is offence under Section 39, 44, 48, 51 of WPA. Punishment up to 3-7 years jail + fine. Bail is very difficult in this. *What to do:* a) Immediately file written complaint to SHO of local Police Station and to DFO / Wildlife Dept. Attach photos/videos if you have proof. b) Also complain on Wildlife Crime Control Bureau helpline and 100 / 112. c) Don't touch or take the items in your possession - let police seize it under seizure memo. d) If police do not act, you can file application u/s 175(3) BNSS before Magistrate.

Well, technically tantriks do that sort of practice, but as I reckon he's doing at your home is a danger to your life and peaceful living as provided to you by the Constitution of India. What you can do here is file a police complaint with photographs of the human skull and other unwarranted materials and give your complaint in writing. An expert advocate knows how to draft a legally sound police complaint by mentioning the relevant provisions of law and offences arising out of the Complaint. I advise you to be careful and safe while doing what is being told here.

the facts are correct and you have credible information/evidence that a person is keeping human skulls, an owl specimen and snake skin, the matter should be reported to the police and, particularly for the wildlife articles, to the Forest/Wildlife Department. Possession of wildlife articles such as protected animal/bird specimens or parts can attract offences under the Wild Life (Protection) Act, 1972, depending upon the exact species and circumstances. The Act regulates possession and dealing in scheduled wildlife and provides for seizure and penalties.
