Yes. You can file a criminal complaint under Domestic Violence Act against your mother in law in the nearest jurisdictional police station. The police will investigate and can turn your complaint into an FIR. Once the complaint is turned into an FIR, it will be reported to the Magistrate Court having jurisdiction. At Magistrate Court a criminal case number will be allotted- stepping this up into a criminal case. Your mother in law will be summoned by the court for a hearing. She can also be arrested based on the applicable procedure.
Note: You can also seek protection from your mother in law. Let this also be part of your complaint

Yes you can file against your mother-in-law. Ensure your complaint is strong enough to make out a case against your mother-in-law. There has to be detailed narration of the harassment meted out to you and make sure you enclose copies of the medical certificates.

yes you can file a complaint against her. ensure that the allegations made therein are strong enough to register the same. you could also file a domestic violence act and obtain restraining orders to restrain her from entering your house.

however i suggest you have a discussion with your husband and see if you can work out a remedy to sort out the issue.

yes you can file a case under 498A of Indian penal code but you should have the proofs to prove our case if she has tortured you whether or phone or Physically, further the complaint can be filed in police station or it can directly be filed in the court by engaging a lawyer and producing your proof or by leading evidence of yourself and other witnesses.
