According to Hindu marriage act such relation is possible however I do not understand the implication of 89% of no genetic issue. Medically you need to check the details otherwise legally there is no problem in the marriage

If the person is your second cousin from mother’s side then it falls under prohibited relationships under Hindu laws. The marriage will be void ab initio in the eyes of law i.e., it will not be legally valid. For any further legal assistance please feel free to contact.

No you can't marry as per Hindu law . unless your custom and usase permit you. there are many tribal and cast where such marry are allowed then you can marry her .otherwise it is prohibited in Hindu laws. on persual of your question it seems you want to marry your mother 's father 'brother ' daughter 'daughter.

Under Hindu Marriage Act, marriage is prohibited between sapindas or close blood relatives unless there is a valid custom permitting it. Based on your explanation, if the girl falls within the prohibited degree of relationship, then such a marriage is not valid unless you both belong to a community or caste where such marriages are traditionally accepted. I suggest verifying this with your family elders or through documented custom. Genetic compatibility is secondary—legally, custom and sapinda rules apply first.
