Legal heir certificate for OCI

What is the process for an OCI card holder to get Legal Heir certificate in a village in Tamil Nadu? The Village Administrative Officer has asked for an online application. But without CAN number or Aadhaar card, how can OCI use eseva? What identity proof documents and proof of residence will work? Thank you in advance for your advice.
