Both parents passed away, 25yoldmale living with his 14yold brother wants to tale legal guardianship as required for the 14yold brother passport, what is the procedure?

you can obtain a guardian certificate by filing a case for guardianship in the court which falls in your area.
the situation will be explained to the court as to why the certificate is being sought.

the first one is to have a legal guardianship under your name approved by the SDM office. once that is done then you can apply for the passport of the minor brother. the documents required for getting a legal guardianship will be the death certificate of the parents
