Legal guardianship of minor if both parents died

Who can be legal guardian if both the parents died. My nephew both parents are died and we want to apply for passport, then who can apply for passport.

You will have to make an application to court to appoint you as the minor’s guardian due to the unfortunate death of the parents and you being the next of kin. Thereafter till the minor attains majority you will be able to make decisions and sign as guardian of the minor.
