Issue with Marriage Notice Submission Under Special Marriage Act

I attempted to submit a marriage notice under the Special Marriage Act offline, but the office insisted that all applications must be made online, requiring Aadhaar. I inquired about the alternative process for those without Aadhaar, as mentioned on the IGR website, but they claimed Aadhaar is mandatory. Additionally, I've read that the Honorable Supreme Court ruled Aadhaar is not required for marriage notices. How can I proceed to submit my notice without Aadhaar?
1stly You meet personally Marriage Registrar of said Marriage Registration Office along with your Marriage Notice, keep Supreme Court's said judgement handy then also if Registrar refuses then file one Application cum Complaint against said Marriage Registrar mentioning all above reasons and mention about SC's judgement therein, annex said judgemet with your Appication cum Complaint and file it in that offfice itself don't forget to take acknowlegement(stamp, date and time when you submit Complaint)..
