You can claim maintenance by filing a petition u/s 125 Crazy. P. C. before a judicial magistrate first class or judge, family court in your jurisdiction wherein you can claim maintenance for you as well as your children
Address is not a problem you can give a proclamation in local news paper which will be sufficient for notice.
If your husband is maintaining another wife during subsistence of your marriage he can be prosecuted for adultery and if he has entered marriage with another lady than for bigamy for which you have to either lodge a report before police or a complaint before magistrate first class of your jurisdiction in such case he will punished with jail and fine.

Dear client,
You can file maintenance case before family court in your jurisdiction against your husband .You can also add your two minor children in this maintenance case and you pray in your petition before the family judge study expenses and other expenses for your children.so i suggest you take the help of a lawyer .You can also take the help of District legal service authority in your jurisdiction for filing maintenance case. The panel lawyer of District legal service authority will conduct your case in free of cost. They are paid by DLSA.So for this purpose you write a application to the Secretary DLSA, for your legal help .SO its better to take the help of DLSA,
