Family member not returning the money

I lend money to my biological sister for her canada study visa .I wasn’t agreeing but my mother forced me to do that so i had to do it on one condition she will pay back soon.I paid her in 2017 approximately 17 lac inrNow its 6 years she still not paying back , nIts always a excuse that this happened that happened i cant pay etcShe herself settled down in canada now . She got her PR and jobMyself settled in ireland since 2013 and i am living and working here and thats how I managed to send her money as i was working hereToday scenario is , i am tired of asking her money as there is always a excuse.my mother kept asking her but she is not listening her or not bothered no listen .What should i do legally now?nKind regards nKiran barsiwal
