Domestic Violence and torture, Sister is alone with her 1.5 year son

Husband and his mother had installed CCTV cameras and left the house with my sister and her 1.5 year old son in the house. Husband refused to come back to house and putting pressure on my sister to leave house. What we can do, so that husband and his mother come back.
