If your husband is a government servant, you can file an RTI application to the concerned department seeking his salary details.
If your husband is an income tax assessee, you can make an application under RTI Act before the Income Tax Department, seeking details of your husband's income tax returns.
If not, you have to file an application before the Court, seeking an order directing your husband to render information regarding the details of his income and property.

No you cannot force your husband to provide the property details under Right to Information Act (thakaval ariyum urimai sattam). You will have to get the details by yourself. You will have to approach the concerned Tahsildar office and Registrar's Office and get the details of his property if you know the address of the property. After getting the details you can ask for maintenance based on such details.

Since there is no consolidated data of ownership of properties the Registrar would not answer the query. The entire property details are in public domain. So you can search for e.c in the properties that might be owned by your husband.
