Can legal heir certificate be made where i am currently residing

My father expired in 2008 in New Delhi.last 7 years i am working here basically belongs to Bihar. My father left a account PNB without as per bank record .Now bank manager demands Legal Heir certificate is it possiible make it here
This is suggestion for you only. The legal heir certificate issued by the consult Honble court depend upon the amount of your father. For the purpose of the bank you have to take family member certificate from MRO AT DELHI and produce before Bank Authorities.
