Can I marry my second cousin from Paternal Side?

I am from India. I am in love with my second cousin. My grandmother and her grandmother were sisters. We both speak Telugu. Can we marry each other? Will there be any legal issues?

Yes you both can marry. As per Hindu Marriage Act the parties are not within the degrees of prohibited relationship, unless the customs or usage permits. Your boths grand mothers were sister but your half bloodis different so you both can marry.
