Can DNA test be done without the approval of a court ?

Is There any government agency doing DNA testing for paternity test. Is that open for public.

No , in family matters DNA test is done through the family court only . In criminal matter it is done through normal court . The complainant has to file application for the same to give reason as why this is needed. The test is done through court so that no one challenge it after the result.

No a proper DNA test can only be done as per the Orders of a court, and even courts give their approval for such tests when they are fully convinced with the reason. If you want to prove illlegitimacy then courts mostly dont allow those tests but if legitimacy has to be proved then at times its being allowed. So its not a matter of routine that its allowed its, but in deserving cases.
