After Roka ceremony Marriage broke 7 days before engagement what to do

I have engaged with a girl on 2nd May 2017, at new delhi in my house, it is like simple ceremony i.e. called Roka and Marriage date was fixed on 20 Dec 2017.after that I exchanged phone numbers with girl and from the next day we started talking continuously for 2 month. then after sometimes i came to know she doesn't want to marry with me (But i don't have proof). between these time girls parents booked marriage hall given advance money booking amount around Rs 2,00000/- (Which is not refundable after marriage cancel). Then i informed to my parents that she doesn't want to marry with me.Now Girl's parent's have sent one notice from Maharashtra to near police station of home town in charge of dowry & mental harassment case. They said his relative will look this case in behalf of me as i m living in Maharastra i can't come to delhi.they are asking compensation of 2.5 lakhs.if we will not give they will file FIR against case of dowry & mental harassment now what i have to do?

if you are sure that the girl do not want to marry you, then confirm again from her and if she still refuse then you have two options:
1. try to settle the matter amicably with the help of extreme nears and dears by paying them what they demanded (try to negotiate the amount), and,
2. if you want to contest, it will cost you more than their demand as they are from mumbai and you are from delhi
if you opt for second option then try to collect more and more evidences, though you didn't had even one at the moment but try to collect more,
in case of settlement, you also have option to get some portion of money back from marriage hall by informing him well in advance as date of marriage is quite far from today.
so take fast decision, feel free to contact me for further clarification.

Hello. Prepare list of roka gifts and get their signature with two witnesses, file a report at nearest police station so that police should also aware. If they file any complaint against you or your family just tell them you have returned all the gifts and dowry case is not maintainable as we didn't ask for it. Their girls is not ready for the marriage and it's a betrayal on their part, you want to save two lives from future marital strains. Thank you.

The demand of dowry and dowry are two different concept as per the question no dowry has been given and if they have sent you the legal notice regarding the same, then you have to share that information with me so i can help you or guide through legal options. You can also send them a legal notice of harassment as you are also entitled to file a case against them.
