After 25 yrs. My husband is not the real son of my in laws

As the subject mentioned above can I file a crimal case against my in laws for cheating and any other related laws as layed down in the Hindu marriage act. And one more thing my in laws have kept all the dowry to themselves.

As per your details, I am of the view that Your consent for marriage was obtained by misrepresentation and fraud. Hence, you are entitled to annulment of your marriage since the marriage was not consummated legally. So your marriage is voidable under Section 12 of the Hindu Marriage Act.
