Sister marriage issue and want to punish

My sister got married and not able conceive due to husband pressure she got paralysed. Now she can't speak properly. Her husband opted for second marriage without our knowledge and both wife kept at same location he is not taking care of my sister ,I want to file case in 498,420,495 to punishments.as per Islam he should justify both the wife which he has not done. Can court punish him also is my sister eligible for divorce and his property share
in islam after divorce your sister is not able to gate anything so it's better to file dv application and 125 application from fb you can gate mentanance and also house for your sister and in 125 you will gate mentanace bit after divorce it's not possible
