Whether starting lottery business legal in India?

I want to conduct a lottery, which is very cheaper. [ 10/- and 100/-] i have an idea to implement. i am doubt about how indian government will act on this. could you please guide me either it is legal or leegal.. incase if it is not illegal.. should get stay from any court or do i need to get permission from anybody? Please guide me sir.
As per item 40 on List I (Union List) and items 34 and 62 on List II (State List) in the Seventh Schedule of the Constitution, the union government is empowered to frame laws to regulate the conduct of lotteries, while state governments have the responsibility of authorising/conducting lotteries. The Supreme Court has permitted states to ban lotteries, pointing out that the right to sell lottery tickets is not a fundamental right. The court has also ruled that lottery is not a free ‘trade’ like other “trades’, even when authorized by law. Hence same is banned.
