What to do if tahasildar is not issuing caste certificate

Tahasildar of my constituency is not issuing me my beda jangama caste certificate, for no good reason. Help please...
1. make a written complaint to the superior of the tahasildar for not issuing the caste certificate.
2. Even after written complaint, if tahasindar not turning up then approach a lawyer to take up your case to court to get order for tahasindar to issue the same.

You may ask even a certificate as Sc or St but you mus have some proof to show that you belong to a particular caste or community Unless the Tahsildar is satisfied he will not issue certificate by mere asking
