What are the requisites for OBC NCL certificate

I am grade 2 nurse servant of Rajasthan government.My annual income is above 7 lakhs.Financial year 2013-14 income was below 6 lakhs.Is my eligible for obc ncl certificate? It is required before 5 June 2017.Tahasidar had refused
The annual income of the said year will be considered in which you have applied for the said OBC NCL certificate. As per new amendment, the said limit was 4.5 lakhs has been increased to 6.5 lakhs per annum. Thus, the refusal is totally valid.
