what are the formalities in transfer of registered sale deed

My father purchased a 0.03cent land in my grand father name. Now my grand father is no more. Can my father transfer the registered sale deed in my mother name with out concent of my uncles. if all witness of registered sale deed say that all payments made by my father at the time of purchase.
yes surely he can transfer the land in your mother`s name as all his legal heirs are favouring him in this transfer and have no objection of the said transfer there is no law that can prevent your father from taking any action against your grandfather`s property with consent of all the successors left behind.
