Wants to know the eligibility criteria of OBC Reservation

My father is govt servant having salary more than 8 lakhs and was a direct recruitee in class 3, and got promoted to class 2 after the age of 40. Will I get the benefits of Non creamy OBC? What is meant by that income from salary will not be clubbed?
