Parents denying to get their marriage registered What to do

i want to register my parents marriage but my father is living separately and is not ready to register marriage whta can i do? my mother;s name before marriage is kumari sudesh and after marriage is sudesh devi, passport authority is asking for marriage certificates to process the application. what options i have??
One joint photograph and affidavit would be required for this registration, do you have any photograph of their marriage ceremony? Except these documents need few more things.
