Non objection certificate from director to start internship

Hi. I have completed my mbbs degree. I got supplementary in final prof and got depression. I am stable at my home and I want non objection certificate from director to start my internship from civil hospital gurgaon. I asked my director but he refused as their are Govt orders not to give NOC as there is lack of staff at my hospital. But I am again suffering from depression at my college. My treatment is going on at kalawati hospital and I am on medication. They recommend me to stay at home. Please help me out
No the director of the institution/hospital can not deny to provide you a NOC for internship unless you have cleared all dues. And if you have paid all the dues then you can file a petition in the high court of your station seeking issuance of the same.
