No birth records available with tehsildar how to get birth certificate

Born in 1991. Went to local tehsildar office to get my birth certificate. He said they don't have records before 1992, i want to apply for passport and they are asking for birth certificate. How can i get my birth certificate. The tehsildar told me to go through magistrate. So how can i get my birth certificate?
You will have to apply for the birth certificate. Tahasildar will issue non availability certificate, on the basis of that certificate file a criminal miscellaneous case in the JMFC court, get the order. After getting the court order produce the same before the tahasildar. After paying the certain minimum fees your date of birth will be entered in the birth registar
