Name changed in all documents but CBSE is denying to change records

I want to change the name of my daughter legally. The gazette department (Govt. Press) of Gujarat is refusing to do it insisting that the middle name is compulsory. However the new name has been accepted and changed in passport, Birth certificate, PAN and Aadhar card. How to get the name changed in CBSE records. Is Gazette notification compulsory. Since Gujarat is refusing to do it can it be done in Delhi?

A Civil Suit for mandatory injunction will lie to seek get directions from court for name changed. Birth Certificate etc. shall be required to file the suit. Before filing the writ petition in the court, you are required to submit application to CBSE chairman.
Thereafter you submit an affidavit of name change in your respective District Court before Magistrate. This process may take somewhere 2-6 months.
