Lorry held by police stating that date not to be put with TIN number

My lorry is held up at MP border because the sales tax person says i have not put the date of registration of TIN number along side the TIN number on the bill. What should i do? He is willing to settle . Isnt that illegal. How should i get my lorry released.
There is a procedure to get the lorry released from the police and bond is to be filled. How does the Police wants it to be settled. you may pay the fine and get the lorry released from the custody of police
