Legal process & requirements for registration of sale deed

I got a 34 Guntas for agricultural land agreement registered, For the full sale deed registration, brokers in between are not letting the owner to come and register the land. How can i deal this. Can i go to court without the owner and got it registered in my name? If so, what is the court fee could be and what is the process . The land is in a hobli, (small village)

If the agreement to sale is entered between the owner of the land and purchaser, is registered at Sub-Register office, the purchaser may apply for Specific performance before the civil Court and court direction , he can get registration n depositing balance sale price with Sub-Register.
If Not registered the sale agreement with Sub-Register office, he may file case in Civil court for specific performance on paying stamp duty plush penalty for not having paid stamp duty earlier and seek orders from the court.

The date of agreement to sell is not given You may contact the owner directly ignoring the brokers
You may issue legal notice to the owner to register the sale deed
If he fails you may file a suit for specific performance
Court fee, expenses and Lawyer's fee depends on the value of thew property
