Legal action if grandfather gives legal heir certificate

My grandfather left on 2007.my father is the one and only child to my grandfather. After my grandfather death thasildar provide legal hair certificate to my father in 2007.Here after in 2008 again provide another legal hair certificate(fake) to another unknown person .I rise the qustion to thasildar through tamilnadu information commission but no one is responce properly.Now what is the solution to this problem?
In this regard you can write an appeal to the Information Commission and also write a letter to the tehsildar. He cannot issue any fake certificate in any manner whatsoever. You can request him to give a fresh copy of the legal heir certificate as of now .
