Is BLRO Mutation mandatory in case Municipal Mutilation

We have two storied building constructed in 2.5 Khata land. We have done Municipal Mutation and Tax payer.G.Floor my wife owner & 1st Floor myself is a owner as flat basis.we want sell this property. Do we need BLRO Mutation Certificate as mandatory?
You can easily sell it but as mutation is not done the next owner will have to do it which will cost him or her so the price you expect u will have to subtract that expense and sell it off. So there is no bar as such
