How to take migration in Medical college (pvt to govt) after 1st year?

If a X student wants to take transfer on any govt vacant seat in all over India if that X student belongs to pvt medical college of mp .. Than how is it possible ... If they were not able to afford money if he is condition of to quit his studies and he is not getting any scholarship .. And wants to upgrade than what are the wants to GPO for this ... And ifany lawyer interested in this matter to handle this case and make sure to win than also tell me
In this case you need to see that whether both the colleges have any provisions of migration or not. If there is any provision then they can not deny the migration. If the college conducts any exam for the admission then you need to clear that exam.
