How to register marriage if fiancee in an NRI

I want to do a registered marriage. Generally both the bride and the groom has to register with the registrar office prior 30 days. My problem is that my fiancee is an NRI and he dont have 30 days to stay to India. Is there any solution where I can submit the application alone and the my fiancee will come at the time of marriage. Kindly help.
