How to obtain online lottery license

I am operation an online business. I want to promote my business through lottery scheme or offers. Do I need a license for that.? If so, then how much does it cost.? Can I get a lottery license for an unregistered business.?
State governments such as those of Kerela, Punjab, Goa and Sikkim, run their own lottery departments and conduct lucky draws daily or weekly. Apart from them lottery is illegal everywhere else including online lotteries. Leaving aside playwin I am not aware of any private parties running lotteries. Like for example in Kerela the lotteries are run by the Kerela State Lotteries Department under Kerela Government.
