How to get legal hair certificate issued for non govenment employee

My father in law expired without writing his will. he was working in Dubai during his annual leave in india he expired. His company proceed with the insurance claim but now company requesting to submit the legal hair certificate to issue the claim amount. we have checked in our area(garhshankar) to get the legal hair certificate but thasildar is saying that he will not issue the certificate as it is only for the government employees can you please suggest what should we do to get the legal hair certificate
If the Tehsildar is denying to provide you with the legal heir certificate then you can file a civil suit in civil court having jurisdiction over your locality. Junior judge will issue certificate ,but if there is contest among participants of the proceedings then he will loose jurisdiction and the case will be remitted to the senior judge to proceed according to law.
