How to get certificates back from college without pay capitation fees

according to supreme court taking capitation fee is illegal I took an admission in college and paid capitation fee for it and due to financial troubles dropped out of college the college with holded my certificates since 9 years couldn't complete my graduation and I am jobless now I want to get my certificates capitation fees with compensation and I want to know where to file case in sc or andhra pradesh hc I am from ap please explain the procedure the college wont return the certificates without paying remaining money you know how they work couldnt file a case before due to money problem thank you
The college cannot withhold your certificates. You can get an order from the appropriate court with a mandate to the college to return your certificates. It depends on the period of course attended by you before you dropped out that will determine any charges to be paid or not.
