How to get back my mark sheets without paying entire college fee

I have given my marklist to an engineering college in bangalore. I don't want to continue any more, but if I have to discontinue the course and get my original marklist I've to pay the entire four years fees. Any way to avoid it?
The college cannot withhold your certificates. You can get an order from the appropriate court with a mandate to the college to return your certificates. It depends on the period of course attended by you before you dropped out that will determine any charges to be paid or not.
