How to file for unfair practices by institution

I gave iit mains exams as sc candidate and qualified and was uploaded my father's sc certificate while mine was under process. then I gave iit jee advance successfully. 2 days before iit delhi asked through sms to upload a clear copy of sc certificate. I uploaded and then yesterday on result day they didn't announced my result. Website showing "no record found". Then I called IIT DELHI chairman he says because I uploaded my father's sc certificate my result has been stopped. And suggested to email to iit madras. I did it yesterday. But ain't got any response. In this case my question is could I use my father's sc certificate instead of me. Because mine was underprocess.?
