How to change the DOB in Passport under renew process

I tried to renew my Father passport and correction in DOB. So As per Rules. I Need to show "CIVIL COURT ORDER" for DOB Change more than 3 years in passport Office.I Have no idea of same, Kindly tell me from where i can get this CIVIL COURT ORDER for DOB , who is the concern person & to Attest it... where i need to go for this? Thanks,
