How can we call the petitioner who is settled outside India?

Regarding blocking of passport, case is running in court.
Already petitioner is away from yhe country means how to make to call back. for them is there any option tto escape from that in civil court
what is that petition/.
Dear sir, you have mistaken here with Petitioner and Respondent. Petitioner here only might have filed the matter in the civil court. and if he is not appearing then you can get the matter dismissed in default. and in case its the Respondent who is not appearing then ex-parte proceedings should be ordered. and also the court can direct the concerned embassy to call upon the person.
