How can I obtain OBC certificate if parents doesn't not have

My family is residing from last more than 50 years in Punjab. We belong to OBC category but my family never obtained the caste benefit. Currently I want to go for the OBC certificate. We have the parental Agriculture land in Himachal Pradesh. I want to apply for the Govt. job in Punjab. Below are my following queries 1.If I obtain the certificate from Himachal because we are having agriculture land in Himachal and our OBC caste is mentioned in landrecord of Himachal Govt. then will it be valid to apply for the Govt job in Punjab 2.We are having only Residential house in punjab no other land
Firstly it is important that you obtain the OBC certificate. You can claim benefit of your Himachal OBC caste in Punjab only, if it is also recognized for Punjab Territory.
Or else if that caste is also OBC in central list. We would suggest you that to you should verify it first.
There is no provision for transferring caste certificate in law.
It is against the principle behind Article 340, 341 and 342 of the Constitution of India.
