General power of attorney is legal betwwn trible and non trible

as i am non trible and i want to take letter of power of attorney from schedule tribes to cultivate land for 3 years
In case of a land owned by a tribal, the right of power of attorney is given to another scheduled tribe residing within 5 kms of the land. The collector will publish the request in the local area. If no other Schedule Tribe residing within 5 kms radius makes a request to cultivate the land then the power of attorney is given to any other person
