Full payment of course fees even after discontinuing midway

I have joined bcom course in a college in the year 2015. After appearing for 1st semester i had discontinued the course and moved to my hometown because of personal reasons. My 12th marksheet and school tc is with the college. They are demanding payment of 2nd and 3rd year fee to give back my certificates. Can i just approach my school for issue of duplicate marksheet and TC ? Will there be a problem in future?
initially you can send legal notice demanding your TC and marksheet stating your situation .if they refused to give back your TC and marksheet you can initiate legal proceedings against the college authorities before Court of law
