Foreign authority asking for gazette for name change for student visa

. My parents changed my name after birth from A to B when I was 3 years old. For that I got affidavit too. So the name A is only available on the birth certificate and rest all the documents like school/college docs, passport, PAN, voter Id, everywhere my new name exists. I need a student visa, and for that the foreign authority is demanding a gazette for name change as per my scenario. Could you please help with the same. I know how to make a gazette but as my situation is different so I need advice as per my situation. Please help.
