Eligibility criteria for obc ncl category

Sir/ Madam My father joined state service as group 2 employee and still serving as group 2 employee. My father is only working, had annual income 6,16,000 in 2016. We belongs to obc then do I eligible for obc ncl category. As you stated in your posts that for group 2 income criteria will not be considered.
