Does Tahsildar has the right to make income certificate as per law

how to get income certificate when our Tahsildar saying that he can't make this as per the law. so my question is that is he right or making me fool?

Income certificate is issued to people whose annual income is less than Rs. 12,000 per year. In government offices the income range specified is Rs. 11,000 per year. But some states have it for Rs. 12,000. SDM of your locality is authorised to issue you an income certificate. This certificate is issued within 21 days, if the SDM receives all necessary documentary evidences. The documents include affidavit, identity card like (voter identity card), residence proof and income proof like salary slip, supporting document for monthly expenditure, etc.

Tehsildar is the authorized officer to issue income certificate. question is arises why he deny to issue the certificate? there are some other person also deputed as income certificate authority. you may find some of the authorities in following links: https://www.idbi.com/pdf/List-Income-Certificate-Authority.pdf.
